CEL P0004 Low power

Today driving home from work my truck started acting up. First I had it in cruise at 70 and it was having a hard time staying there. Then I tried to pass some one and it seemed very sluggish. The boost gauge was showing around 10 lbs. so I don't think it was turbo related. I had to push the pedal down about 2 inches to accelarate then it would drop down to 5th or 4th gear. When I got home the CEL came on and it says P0004 "Fuel Volume Regulator Control Circuit High".

So anyhow, Is it safe to drive it at this point? I really don't know what that code means. I have an appointment for a state inspection on Tuesday and they are going to look at it then. I did just change my fuel filters 2 weeks ago if that matters. Thanks
