Mini Maxx street tuner

I have an opportunity to purchase a mini maxx street tuner (model 209007) from a friend of a friend for 1600.00.He said its brand new.Is this the tuner I need?I have a 2013 and am looking to stay stock till the warranty is up and then delete.Hopefully I can hold off that long.If this is the tuner I need,what is a good price?Is 1600 too much?Thanks.

Is it unlocked for offroad use? If it is just a street tuner that is too much.
