No power to PCM

My 97 psd went down Saturday.*
A-Z it has an oil leak....the level got low and the HPOR sucked air and truck died. Got oil in it and started purging air. Cranked bats too low. We smell hot wires and i stopped. Starter was smoking! Farmer stopped and we jumped off his truck. With plenty of engine speed cranking and nothing....i noticed the tach was dead. Being close to a friend with parts i got a CPS. Still no signal. Then we discovered no WTS light and chacked ALL of the fuses then thoughts shifted to fried PCM. After trying 2 of his and now 1 of mine which i know to be good i still have no communication to PCM. Checked PCM harness ground wire and it doesn't seem burnt. I'm going to jump it with another ground battery direct but i don't think that's it at this point. It seems the PCM isn't getting power. I am getting power to the OBDII test port and all the fuses are intact.*
Where do i start checking power to PCM?

24 pin connection somehow became dead. Took it apart and put it back together and it regained continuity.
In case anyone cares LOL
