Could the regulator keep the oil from filling the filter bowl?

If its not functioning i believe it bypasses to the pan but not positive

doesnt lpop have to fill hpo resevoir first so if there is a big leak in hpop circuit you will never fill the filter housing do to that is after the oil cooler?

The regulator bypasses the oil back to the inlet side once oil
Pressure exceeds 75 psi. The plunger could be stuck. You could remove it and the pump
Cover to inspect it.

No pretty sure it fills resevoir first then to the filter housing atleast that what the tech i have says

The hpop receives engine oil from the reservoir. The resevoir is refilled by the low pressure oil system with filtered and cooled oil from a passage in the oil
Cooler.
