Obd won't connect

Replaced Ipr valve and passenger side standpipe on an 03. Also the Ipr pigtail, and now the scan tool won't connect. Cigarette lighter still works, I've heard that the cigarette lighters connected to the obd2 , PCM relay switches when powered by 9v battery. Now I'm stuck

Yeah I did and still nothing. Checking fuses and relays now
