trouble code 7.3

P1249 Wastagate Fail Steady State Test.. this code was on my scanner when i check the other day what is my problem .. is the waste gate going bad

Or the tube came off the actuator, or the actuator is bad, or it is stuck. Clear the code and see if it comes back.
