Truck doesn't want to pop off

Alright guys long story short I bought a 97 that i knew wasn't running. It kept randomly dying and finally died and would not start back up is what i was told. Today i replaced the cps with one i know is working, the truck will turn over and try to fire but it just cant start. I had good batteries and had jumper cables coming from my other truck. It is turning over pretty slow and seems to be making a clicking sound. Also smells like a burnt electrical motor, and the starter began smoking. :shrug: Could it be the starter?
Its getting the hpop pressure it needs and smokes when you crank it so its getting fuel. Sorry for the novel any advice is greatly appreciated.

I would say its the starter. If its not turning over fast enough to combust it wont run is the way i have been told.

I think I would put a starter in it if it was smoked.

Alright ill have to pick one up. Any recommendations on where to get a decent one, or is pretty much any autoparts store alright?
