Vgt gone wrong

I can lean on the truck hard and it'll spool up to 22psi but that's at 3k. It's stuck open. Ill post a few pics up. the first is at idle when I first started it up. Other than temps nothing changes

Exhaust and baro are in Psi. Vgt dc will sometimes fluctuate to .65 or .84 with no change at all

Is there anyway up test the plug that goes to the vgt solenoid?

The two wires going to the VGT is just a signal wire from the PCM to determine fin position.
like you already know it's stuck open..EBP sensor will and can lie to the pcm. it looks good in scan data and have no DTC's. Swap that EBP sensor see it anything change.I know i seen you did the turbo reconditioning,so i'll rule out a worn out unison ring where the cam sits in....is this a stock truck or modded??

Well I changed the ebp sensor and it's workin better but the vgt is still cycling all over hell and back. It'll go from completely closed to all the way open and back while driving for a few times then straighten out. Or it won't work at all. I'm lost
