Best 4" lift for the money

Need some help with lifts. Buddy of mine has 02 250 cclb and wants to put a 4" lift on. He pulls a camper some and uses it to work out of on occasion pulling a 5th wheel equipment trailer. Looking for a complete lift or one that needs shocks so he can pick his own. Looking with something with...
