1996, 7.3 No Power, RPM's Slow

My girl friend has a 96, F350 dually and it's got problems on the starting issue, but the one I want to know about is for the power side of this beast.
The truck has around 180,000 to 200,000 on it and we are sure due to the low sulphur fuelthe injector's are reaching there end. After replacing the valve cover gasket's and checking the GP's and the GPR, I got the engine started after about min's of blocker heater. Ok, now comes the question. After driving for about 10 min's, I tried to accel pretty hard and the engine did not want to respond. I t would come up to about 1800 rpm's and just stall.After a little more working the accel pedal it made it up to around 2300 rpm's and after about 20 min's of driving if would take all the accel and rpm would run to around 3500 and I would shift. It seem like there is no boost from the turbo and then all of a sudden it comes in way high in the rpm range instead of down at the low end.

sounds like you may have 3 problem areas at once, you need to get a fuel pressure gauge and some testing equipment to figure it out! fuel pressure? map sensor? worn injectors?

Got a friends scanner and the only code that came up was EBP Sensor. there was a light blow that comes out when the sensor is removed and I put my hand over the exhaust to pressure the system and blow any debris out of the tube.
The actuator on the turbo, does it work only when it s cold or does it change constantly to help low in power. With the scanner I run buzz test and all so CCT, #3 was the on mention that the test brought up.
Ordered a new EBP sensor and it will be here the morning.

BTW, Brand new lift pump and all hose's replaced. fuel pressure 50 to 60 psi the gauge bounced pretty bad.

oil is checked in the HPOP and the oil was changed within the last 50 miles. hoping the EBP sensor will fix it or give me another lead/
