2008 6.4 Missing badly cold

I have an 08 6.4 with H&S tuner and dpf delete. Customer brought it to me with complaints of smoking badly when cold and runs rough. Scan with IDS P0299 cylinder 2 cont balance. Injector balance is about +20 on both 1 and 2. Performed the relative compression with the IDS. ALL green. Can I rule out low cylinder compression. Or will it not always show on the ids. Am I looking at replacing the #2 injector. He says it runs good/great after it gets to temp. Truck smokes very badly. Fairly new to the 6.4 so any info would be great.

Rerun the relative compression test and it showed a little less. Low compression #2 cylinder. 300psi. Guy haas been running it this way for over a year plus?
