3 questions:

1. Has anyone seen any that are no-drill, or a place where you drill into the truck where water CANNOT in any way enter the cab?

2. Is there a way to make them completely silent?

3. Do they glare off of the hood at all and if so does it make them useless or is it not really a big deal?

All require drilling.
The drilling is behind the door seals so shouldn't be a water problem if properly installed.
Too high to glare off the hood unless you have it angled down to far.

I live in Seattle and water seems to get everywhere around here. Dang it.

I've installed a ton of them on these trucks without issue. The high pitched whistle is easy to get rid of, there is very little wind noise on these trucks unlike an F150 which is horrible.

We use Rigid's and their mounts and also use even more Rough Country mounts with Zero Dark lighting bars, we've used a few Rough Country lights also.

You can use the parts Rigid sales that clamp on to the fins, or just take about 6-8 small strips of rubber and place them in between the fins in different places to get rid of the high pitched whistle.

The RC bar really is a good piece. I have yet to see an issue from one, I've had one on my wife's JKU for 2 years now and it still looks good and has great light output. Look at Zero Dark Lighting also. Lifetime warranty and a high quality light. I can't count how many of their bars I've sold the last 3 years, and have had maybe 4-5 with issues in that time frame.
