7.3 ICP and IPR questions

Alright guys, Ive been doing alot of searching on here latley tryin to find some answers. My buddy bought an 02 7.3, 130,000 miles with some problems. First off, it had some banks sh*t on it, so i made hime get rid of that and get a ts chip with gear head tunes. Next, it had a terrible boost leak and would only build 10 psi. So he took it to ford, put all new up pipes in, installed a 38R for him, and put in a new icp sensor. Well it still was low on power, so i took a look at it today and found it still has a boost leak under the intake spider and is making 13psi. I checked the Icp and Ipr numbers with his cts and found that at WOT ICP is 457, and around 400 at idle. IPR at WOT is 64.8. Is it possible for the icp at WOT to be that low. At about half to 3/4 throttle its in the 1500 to 2000 but at WOT it just drops. Some DTC codes are

Im kinda just lookin for some input here, Its just one thing after another with this truck and im tired of worken on it.

it's possible that that is correct, as unimaginable as it may seem...the IPR% being so high (68%?) tells us that the PCM/chip is requesting more pressure...but for whatever reason (HPOil leak) it isn't able to reach the desired pressure.

does it ever have any hard starting issues? hot or cold?

seeing that it only has 130k on it....(and I assume the original injectors)...and you didn't want to spend a bunch of time diagnosing it....then I'd see throwing an IPR at it...

if the injectors are suspect (like replacements from a questionable supplier)..then the injectors are probably leaking internally due to normal high mileage wear...

Sounds like an IPR for sure.. dropped like a rock.

Ya orginal injectors, starts good warm and cold. Runs really strong on the low end but up top is just doggy and just doesnt feel right. I know alot of this is probably due to the boost leak but it feels like more than that, ots hard to explain.
