911 7.3 HELP SWEETWATER TEXAS. P1316 CODE STUCK.

Got a friend who is stuck in Sweetwater TX with a 7.3 running poorly/dead and a loaded gooseneck headed to Formula Drift in CA. Need to get this thing back up and running asap. Apparently he already had someone come out and tow them and they swapped in new UVCH's. Anyone have any tips or can help?? Need to get back up and going asap. If it has new ford uvch's, all fuses are good, etc, I'd say the idm is probably toast

They pulled it apart and checked the uvch's everything looked good. Passenger side manifold is cold
