What's up with all the little green circles with an arrow?

Keeps popping up advertising. Kinda frustrating as I keep hitting it by accident.

Don't see it on my phone though.

I do not have paint on my work laptop to do a screen shot. I am checking the computer for viruses now and will report back.

Pull it up on the computer and take a picture with your phone.

Finally got the issue fixed. Had a virus in google chrome.
