I recently replaced a tie rod end and now the truck wanders really bad on gravel roads and going around curves on smooth roads it drives straight as can be down the road so my question is does anyone know wat the spec is on the tow in or out or could this be something else?

Did you just screw the new one in and throw it back on the road? You definately need an alignment. Jack the front tires up, spin them, paint a white strip down the middle of the tire (as close to the middle as can be) and then take a sharp point object and hold it steady to scratch the paint off while the tire is spinning then take measurements from the front of the tires (line to line) and then the back side of the tires (line to line) and get them identical or .25" toed in like Dustin has stated. Or take it to a reputable alignment shop and let them put their lasers on it and dial it in
