Anyone know anything/anyone about getting wheels cut down?

Have a set of aluminum factory 19.5's Id like to get cut down to 19's. . 2 are steel. I can get two more aluminums since I heard steel cannot be cut down?

Any info or prices would be great. Reason behind this is so we can run a set of 19 inch nitto 420's on our dually.
