clutch and brake issue

Lookin at a 95 f350 7.3psd guy says clutch is out and said was drivin and brakes went out are these related in any way?? Also plastic nipple on radiator is broke off, with all this is it worth $2500? Its in decent shape cclb 250000mi

Is try to drop it to 2000? Maybe a little less. Thats quite a repair bill. Or partsx but nothing major hopefully.
