CPS like symptoms but not the CPS

On the way to work this morning my truck started acting up. After about a mile for once a mile or so it would quit "hard" - just no power at all for a little - then run fine. After 5 mi - first traffic light - it quit and wouldn't restart. This truck has had IPR problems before and would start if you held it to at least half throttle. It cranked for 5-6 seconds and at half throttle it started. I hit the interstate (2 miles) and hammered on it with the OD off and it ran fine. Quit at the end of the onramp. I noticed then the tach was dead. FInally limped the last half mile to the shop and now it won't start at all. Tach does not come off the peg when cranking, which indicates to me a CPS.

I had about a 6-8 year old International CPS new in the box, swapped it in at lunch, still no tach movement except very intermittently - at which time it'll hit but not start. Half throttle trick does not help.

I put some gas on a rag and laid across the open filter element and it started. It'll run OK if you give it some throttle, and maybe idle for a second or two or three, then quit like you cut the switch off. Tach falls instantly.

Have not had a ford scan tool on it yet, never got a CEL either (except during a WOT run on the interstate with the OD off at about 75 MPH - which is normal for my 15 deg HPOP and injectors), generic scan tool shows no codes.

Chance I got a bad, old, NIB CPS? I went ahead and spent the $26 at O'Reilly's for a new one. Anybody seen any wiring harness issues?

Put in a 2nd new CPS and it fires up, runs fine, idles fine, have tach signal while cranking. Chalk it up to a bad, new-in-the-box CPS. For now.
