Foam on bottom of windshield?

I've noticed this piece of foam or something similar to foam at the bottom of the windshield on the inside bottom on my new truck and my 2010. My question is what's the purpose of it dose it do anything and dose it hurt to get water or anything on it?

I think it's actually attached to the window I believe. But yes it may be for noise I'm not sure.
