fuel tank selector valve?

in the connecter of the selector valve is there supposed to be fuel?? where it plugs into the valve?

unplugged it about 3 months ago then plugged it back in and now it reads full on both tanks all the time

any ideas?

the valve works when i need to switch it when the front tank runs out of fuel, but it just allways reads full
