Hard Start

I have a 2001 7.3 I am working on for a guy and i tested the glow blugs with my scan tool and all check out and both selonoids have been replaced. Would a bad intake heater cause a white smoke and hard start?

The truck has 91000 on it and if it sits when plugged in it starts with no troubles.

And in regards to the intake heater that is not your problem. They have nothing to do with startup. What scan tool? I wasn't aware that the glowplugs could be tested with a scantool. You can ohm the glowplugs individually through the vc harness to rule them out definitively.

I used a matco mentor. What are the ohms I used to know what they were but I cant remeber I will be working on the truck this weekend so I can know for sure. If the heater isnt my problem what would cause it. The truck will starts better since I changed the relays but it smokes when its cold even at 70 degrees and not plugged in. If the truck is left plugged in it is fine no issuses. I can see injectors already but the fuel is ****ty. I tried powering the intake heater and it wont get hot when I hold it.

Ok I did a ohm test on the glow plugs i have 5 that gave me .5 Mill ohms and the rest were .6 ohms. is less than .1 ohm considered a bad glowplug?
