High Idle and ebpv not working?

So for the last 8 or so months i have had my truck not once have i heard it kick into high idle or had the ebpv close. What are the requirements needed for the comp to kick this on and how would i go about checking things?

I just tested the plug with it unplugged and im grounding out at both prongs......uh oh. Well that's it for tonight. Its 12:16 am my time and im beat. Looks like im pulling the harness tomorrow after church an checking it. Is it possible that that plug runs inline w/ the fuel bowl heater? I noticed a while back mine is unplugged and never bothered to plug it back in because I have read that sometimes when its bad it will pop the main fuse. Could it be possible that the fuel bowel heater completes the circuit and it was unplugged thinking that it was what was popping the fuse when it actually could have been the ebpv?

Mine idles up on it's own at around 46 degrees and colder. It has to idle for about 30-40 seconds before it does it, and if you go driving it around, and put it back in park and let it idle, it will idle back up, if the temp is still below that temp mark. I don't know if it's supposed to keep idling up...but, I will say it's not the only one I know of that does that.
