Horn Stuck On Constant

Truck is a 2011 F250. Horn constantly blows. Unplugged it from under the hood. Checked fuse in passenger side kick panel, replaced anyway. Still a constant horn whenever plugged back in.

Any ideas? Clock spring? Is there something up under the dash?

Horn pad, seen it happen a few times, on older super duties anyways, I would think theyre still pretty similar

Could be the horn relay but like previously stated the pad is to blame
