How to test block heater?

Hey guys. Is there a way to test the block heater on my truck? Ive plugged it in and it doesnt seem to work. I have a new plug for it that im gonna try but was thinkin while i was there i could test the heater itself. I also have a new heater element just in case and was wondering what needed to be drained to change it out? Any install tips are helpful. Thanks

You can ohm it out, it should have some resistance. You could simply pull the old heater out and have a few gallons of coolant follow it out,,,,,,,,,,

Ok. I will try for some resistance first lol. Ive had too many coolant baths last year. Gonna keep 2013 to a minimum.
