HPOP Question

Just a quick one! Should a high pressure oil pump spin by hand? A buddy of mine has a spare and with the gear bolt installed it can be spun by hand. Almost no resistance to make it spin. Good or bad?

I would think you could spin it. Most accessories turn. With oil in it may be a.different story.
