Intercooler drops temps?

What is the average the drop in degrees the ibterccoler/charge air cooler is supposed to lower your intake air temperature? I'm asking because I have the torque app and it shows IAT1 at 86 and CACT at 107.6 while cruising and IAT1 at 102 and the CACT at 113 idling. Does anyone know if this is normal and if there's a rule of thumb or a percentage it should be?

I'm thinking the secondary coolant tstat is what maintains the IAT out of the IC. The only tstat numbers I've seen are like 190* for the coolant system. I think this fluid-to-air does provide a more stable CACT over an air-to-air IC.

Once modded there are not too many ways to see CACT.
