Lower door seal question

So my 05 the very lower strip seal is that supposed to touch the body? My truck gets really dirty in the door jambs and I've looked under the truck and the seal on the bottom doesn't even come close to touching the body. Should it touch?

That seal was always the first thing I took off a new truck and through them in the trash.. IMO they are worthless..

On my 2010 it does. Keeps most of the dirt out of the door jamb.
