Need help with a 7.3 crank, no start

Hello PSA. I've learned a ton lurking on here for the last year but i think it's time for my first post. So, I'm working on a buddies '00 PSD and have hit a troubleshooting wall. First off, the truck did get hot due to a cracked degas bottle. Not sure if it's related but that's when the trouble started. Truck cranks over strong and even with no smoke. Hooked up the scanner- ICP is at zero with IPR duty cycle at 65 percent. Checked HPOP reservoir-Empty. Not sure if it makes a difference, but the truck did sit for 9 months before i started working on it. Here's what i've done so far:

1. Filled HPOP reservoir-after cranking for about 10 seconds, icp starts rising and eventually tops off at 150 psi
2. Pulled valve covers-no visible leaks around injectors or in the valley
3. Unplugged ICP sensor- no change and scanner shows about 2k psi
4. Swapped in a known good IPR- no change
5. Jumped 12 volts and ground to IPR- no change
6. Pulled a plug out of HPO rail- rail was full and seemed like pretty good flow while cranking.
7. Rechecked HPOP reservoir- about an inch from the top (i believe that's in spec)
8. I know i'm gonna catch hell for this but, gave her a little snort of either and after stumbling a bit it started and idled relatively normally. recheck the scanner- ICP 500 ish, IPR duty cyle 12 percent. I believe both those numbers are right on the money.
9. shut the truck off and immediately hit the starter- fired right up
10. Shut truck off and wait about 30 seconds- long crank but starts
11. Shut truck off and wait 2 mins- crank, no start

I apologize for the long post. Just wanted to lay out everything i've done so far. I would greatly appreciate any help with this one because i really don't know where to go from here.

Oil should spout out of the oil rail while cranking, that is HP oil.

Truth be told, but good flow doesn't mean good pressure... Update on the truck: Changed the oil yesterday and decided to see if it would start. To my surprise, after cranking about ten seconds it fired right up and idled normally. took it for a drive, low on power and black smoke on heavy acceleration. Hooked the scanner up; icp is 350 at idle and ipr duty cycle steadily rises until it maxes out at 65 percent. If i could get the rev's up in neutral the icp would rise and the duty cycle would decrease but as soon as i let it sit the icp wouldn't hold. Has to be a leak somewhere??? or is the pump actually weak? I don't have the tools to deadhead the pump so i'm hoping someone has seen this before. Again, any help would be greatly appreciated.
