no power after pcm upgrade

I recently posted this on another powerstroke site and couldn't find an answer. Maybe you guys can help.
I wanted to upgrade my e99 xle4 PCM with a xc3f strictly for the better shifting strategy. Once I installed the xc3f it was like the truck was in limp/ valet mode. I've tried 3 different pcm's all with the same outcome. From what I've read any nvk2/4 should be plug and play. Any ideas? Thanks in advance.
Btw my truck is a e99 crew cab long bed 4x4 automatic with t500 straight pipe and air intake.

Can you describe the differences in the way it runs? I've swapped a bunch like this but they were always tuned. Is it possible your factory pcm may have had a performance flash on it from the previous owner?

When the new PCM is in, it acts like its in whisper/ valet mode. It's quieter and don't rev up as quick as it should. This is with any 99.5 and up PCM. Pmt1/2 nvk2/4 etc......

Are you sure your stock pcm truly stock?

Not sure what the stock PCM has to do with how the new pcm's operate? With the new PCM installed, I would not pull the truck out on the highway. It would take 3 miles to reach 55 mph. THAT IS NO EXAGGERATION!!! The truck has zero power.

gotcha... well i'm at a loss.... i thought you meant it was just more sluggish.

Something is definatly wrong. It's probably something simple. I wonder if replacing the icm with a later model would help. Idk. I've got a xle4 on the way. I'm gonna have it shipped to a tuner and see if they can help with the lame e99 shifts. Anyone know of any good tuners?
