OBS Power breaks. vacuum leak/ Booster problem?

I have a 1995 f350 that my breaks are acting like they are manual at slow speeds but when I get up to speed the break light turns off and then ill have power breaks back. Then my break light turns back on when I let off then re apply its back to hard pedal manual breaks. I thought it was the pak break that was causing the problem, so I took it off and no difference. Im not sure where to go from here. Any ideas??

My vote goes towards vacuum pump. Quick and easy to replace. I think they are around $100.

I believe the last vacuum pumps we bought were $150 for OEM, that was from Tousley Ford Parts, they quite a bit cheaper than the dealer, at least our local dealer.

I would not buy a reman one, we had one go bad on our work truck, had a shop replace it and it didn't even last a year, just our experience, but just saying, it might be cheaper in the long run to buy OEM.
