Out of ideas on a P1211 code.

I am working on a 01 7.3 that sets a p2111 (ICP above/below desired) while towing. The backstory is the SES light would come on anytime you gave it throttle. Diagnosed that as 2 bad injectors where the armature plate was contacting the solenoid. Got those taken care of by the company that had rebuilt them about a year ago and i runs great but the SES light comes on after hammering on it while pulling a trailer. The truck is bone stock other than a CAI, it holds 55 psi of fuel pressure checking it right after the pump. The oil was just changed using a motorcraft filter and rotella 15-40. The icp sensor has a 5 volt refernce, good ground and the signal voltage looks good and agrees with signal voltage on the scanner while wiggling the wiring. ICP holds 2200 (lowest i saw was 1900) under WOT and the IPR doesn't' demand over 65% at WOT. ICP at idle is around 465 but jumps around, 9% IPR at idle. Im kinda leaning towards a sticking IPR but dont know how to verify that. It does have a little bit of a rough idle....

So anyway, i'm about out of ideas. Do any of you guys have any ideas? I have the tools and knowledge to check almost anything y'all need me to check . TIA

Stock injectors? Could need a tuning tweak

65%..hmmm...thats wide open. Pressurize the rails to 2500 to make sure the pump is not having to work overtime to keep pressure up. If pressure goes away, check around the injector base and watch the exhaust port of each injector for poppet leakage. If they hold good pressure, do the IPR or the pump, but not both at the same time.

how many psi is the icp jumping around? is it around 50psi or a couple hundred? id recommend trying a different oil also.. rotella is the bottom of the barrel anymore. try valvoline premium blue 15-40( best dino oil made).... chevron delo 15-40 is a good oil too but not as good as the Valvoline. i had all sorts of problems with rotella. lots of others have too.
