Its a code for the boost control circuit, most likely for the actuator on the vgt

have you cleared the code and it comes back?

Check for the actuator to move freely with the key off, do not attempt to hold it key on its stronger than your fingers are

monitor vgt duty cycle, should be 95% at idle and 7% at WOT and seam to move freely throughout the range and throttle positions.

report back what you find

I don't have a way to monitor duty cycle right now. But the arm don't move freely. So I unhooked the arm from turbo and the actuator moves good but the arm on the turbo won't move.

Try to free it up. You don't need a new turbo you can take it apart and inspect/clean it
