no its not Vin Locked, and no this one new on there site is 400
Its basically the edge programmer with there Ficm tuning software on it

They did have a sale for $349 in december

They lowered the price recently I was told. That is what I sold mine for, good deal. Dont give in to low balls.

Bill has larger nozzle tuning available now, just update it and keep it!
