There is not to much rust at all and the interior is decent... i was think 3k

well that's a lot better then I imagined.

If it doesn't have a lot of rust and everything is tight and kosher as he states 4k may not be bad.
3500 and you did good, assuming everything is good to go. (injectors, hpop, turbo)

That seems like a pretty decent deal. Around here you can't find anything with a 7.3 in decent shape for less than like $5k. I don't think I would hesistate so long as it doen't need a ton of money to put in it.

Check out the upper and lower front leaf spring bushings for excessive wear and the rear leaf hangers and shackles for through hole rust. You may be able to knock him down.
