Starting problems?

Have a 99 7.3. Only happens when at high altitude. Like Golden Colorado area. Hard starting. While starting it white smoke comes out. Could it be injectors or what else could it be?

160K could it be the glow plugs too?

It could. Get ya test light to see if relay is working and any glow plugs are bad.
