stock turbo laggy

Today I was driving down the road and noticed I was having trouble building boost I had to be at like 1900 rpm before I could feel any I took a quick look and could hear or see any leaks. I'm trying to figure out is this a turbo problem. Of maybe a fuel issue. It is an old turbo is it time for an upgrade? I recently added swamps tunes if that helps

I would be making a carefull assessment of the up pipes esp to look for leaks.
