Its about 28*F, turned the key on, left it on for a good min or longer, tried to start it, it started then died, cycled the key again this time white smoke was rolling out of the exhaust and the icp pressure climbed to 2500 or better but it wouldn't start, then all of a sudden it started and romped and black smoke would pour out as it romped about 10 times.
I'm pretty sure the gp's are working because the volts will drop a good point when they kick on, then rise a point when they kick out. But even if they aren't working, the icp shouldn't be climbing that high, should it? Is my ipr screwing up?

The IPR is supposed to make the ICP keep climbing until the truck starts.

Just because your GPR is drawing volts doesn't mean you have good glow plugs. I'd get out the ohm meter and see what the glow plugs test out at.

I'll check, glow plugs are new

What about the relay? GPR

What about the condition of the battery and terminals? If voltage drops too low it will cause erroneous readings from sensors.

Batts are brand new, even had them do a load test on them. terminals are clean, just had the starter rebuilt.
I'll put a new relay on and see what happens

Yeah GPR's are known for frying.. and in that temp romps would be about right for the GP's not working lol.

My take...

The glow plugs were shut off by the time you tried to start it, icp went up because you had already been cranking, smoke was from the excess fuel left behind from when it didn't start.

If your glow plugs are working properly you shouldn't have any trouble starting it at 28* unless you have other problems. Also, if they are working properly you shouldn't have to leave them on for more than 30 seconds.

I had problems with GP's and a GPR last year and had the same symptoms. When the GPR was shot I would have to crank 2-3 times to get it to start and it would pour out white/black smoke. Once I replaced it and got them working properly the truck would start just fine down to 0- -10*F teens without being plugged in.

Check your Glow Plug system, replace needed parts, and report back. GregRob has a write up in the tech section.
