turbo bolts

So I started getting ready for my turbo back exhaust install and pulled the heat shield on the top of the turbos to get to the downpipe and noticed that there are two bolts missing. The ones that hold the turbos together. I did some research and others are saying they are supposed to be missing. That just does not seem right to me. There is a gasket in there and I can move it with my fingers. I feel like there should be bolts there. Can some one confirm this one way or the other?

I guess the reasoning for the missing bolts is supposed to be for a bracket during turbo removal? Idk just seems like an excuse ford came up with for bolts falling out?

Those bolts aren't there. They are for turbo install/removal. That round gasket will move some. There is another one that's inside the high pressure turbine housing that seals it off. Your good to go.

The bolts are for ease of installation. They are not meant to be there during operation. The reason you can move the gasket when the engine is cold is because the gap is for heat expansion
