I know if you warm up a block to much prior to a sled pull or dyno you will lose hp, but if the block is to cold you risk cracking heads, what's a good temperature range to get the coolant to so you don't heat soak the block and so you don't crack the heads?

I like for coolant and oil to be 170ish. I've never noticed a difference when it was in the 190s though.

Trans temp is important too, if the tracks busy and there's a lot of down time I've always had to sit in the truck with it in gear to get it up above 130.

no you wont crack heads or pistons doing that

I usually try to have 170 degrees on coolant and oil, and trans temperature def needs to be up some. Heat soaking on a turbo vehicle isnt as big of an issue esp with an intercooler.

Between rounds you obviously want to let things cool the best you can but i actually prefer to put the truck in high idle right before i make a pass or dyno run just to keep fresh air running through the intake and intercooler. i also command cooling fan by unplugging the fuel temp sender to help cool the intercooler off but for the most part i have noticed my big charger doesnt spool very well untill its totally warm and the oil temps are warm.
