Weird electrical issue

In my 03 when its real hot outside I will get in and turn the key on. It will start and gauges will work,but radio and windows won't work. Sometimes for a few seconds sometimes a few minutes then it will just " magically" come on. My sisters 02 does the same. Anyone else have this Happen? Or know the cause

My first guess will be the GEM. if your truck is 4x4 that is
