what causes p0003 code

What would cause a p0003 fuel volume regulator circuit low code. full throttle only.

truck has egr delete w/wastegate Kem 310 tune And other stuff that wouldn't effect It

the tune does. nothing else. its tune related. i had it with the kem 310 too.
