I personally have never heard anything like this...IMO I would install the coolant filter before you delete the egr and install a new oil cooler so it has a chance to get any casting sand etc. out of the system before it has a chance to foul the new cooler.

Just FYI for anyone who may come across this problem in the future. Replaced the fan clutch last weekend and the problem is solved.

I did find out since posting this that the fan speed sensor is a Hall-Effect sensor internal to the vistronic drive fan (Fan Clutch). So, I would think either the internal sensor is bad making the fan clutch no good or it would have to be a broken or chafed wire. In this case I have inspected...
