I have a 2003 7.3 super-duty that runs great, but I am getting ****ty fuel mileage and it is blowing white un-burnt fuel smoke when started when its cold out.
I have replaced my injectors with brand new stage 2's and had my chip re-burned for them, but still getting terrible fuel economy and when its cold outside it smokes white un-burned fuel... The engine does lope for a bit after acceleration, but then smooth's right out..
It also always smells raw/un-burnt even when it isn't smoking/warm outside..

I have VDH-5 Automatic Tuning and my truck did the exact thing on good stock injectors... I also have 390 Psi .on all cylinders

I know that I do have up-pipe exhaust leaks, but I shot starting fluid around all of my silicone boots and there are no intake leaks at all.

I am not flashing any codes.. what could it be ? please help, as I am not familiar with why Diesels do what they do...

Is it possible that my HPOP is going bad ? I am told by a few people that those are signs of a weak HPOP.. Could that be true?

Have you checked glow plugs and glow plug relay? Also get a scanner or a bluetooth obd2 adapter and check icp and dc during a hard pull.

I would really take a look at the GP system (relay, plugs, and UVCH). Since you mention you had the same exact problem with stock injectors, I doubt it is going to be related to the injectors (although it is still a possibility).

I have a new honey badger jr. HPOP now, new ford glow plugs and brand new Injector harnesses too.
I have replaced in a new ford IPR, ICP, CPS, and now getting ready to do the FPR with choice of 3 different springs.

First off, I get these calls all the time, "I got new injectors". Are they 100% new alliant power injectors, or just new to you and your truck? you would be surprised to find out just how many used parts are in some injectors.

We also get a rash of calls as soon as cool weather rolls in about hazing at idle.

Two things control SOI, tuning and the injectors. Tuning is usually the culprit unless you have some oddball highly modified injectors that the tuner is not aware of. I would lean to tuning.

Funny thing is, the original set of injectors that I took out and replaced for this reason. We put them in a buddy's truck and they don't smoke at all.

Put your chip on his truck and see if the problem comes back. If it does, you found your problem.
