Vacuum pump constantly running

I haven't hooked a gauge to test for leaks yet, but I did plug the red line running to the ESOF solenoid since that's a common route for leaks. I also used my fingers to plug every open inlet/outlet on the pump itself and it still wouldn't shut off. Is it possible the pump could be bad if it doesn't shut off?

Did it create a vacuum on your fingers? It’s very possible for the motor to be good but the pump not to be.

It didn't create a vacuum at all

It is toasted.. unplug it for now and get a new one/

Ok cool. Just wanted to see if that was a possibility before buying a vacuum gauge. Thank you!
