    Both options will increase the clamping force as the larger diameter grabs more aluminum. Bolts always grab the initial threads, in steel it's about 4, aluminum goes longer as the aluminum threads distort more.     It could be that the pass head was fine or passed with some machining work, but the drivers side needed replacement and I believe the only thing that's been coming through the Ford parts side has been the 20mm heads with the new hold downs.
