I finally had time too install my motorcraft ipr and icp from full force diesel. that has solved my issue, icp is staying within 20 psi of commanded and ipr is at 11.3 in my tow tune. I could see some slight differences between the ebay motorcraft ipr and the one I got from full force. thanks for all the help! lesson learned.
