2002 no communication via data link

I have 5.5volts going to the fuel pump. (With the wire cut) but once I connect the wires and check voltage it shows 0v going to the pump.
Does this mean it's a short somewhere?

Should have battery voltage going to the pump.

The one thing I noticed now that wasnt a problem before was the "check gauges" light.
When I turn the key to on position and wait 10 sec the check gauges light turns on and turn on my odometer with it. WTS light stays on.
Also when its in on position my oil pressure gauge goes up to normal pressure, even tho the truck is not running. (I think thats why the check gauges light turns on)
