2003 lack of and no throttle?

I have an 03 that is lacking power. Will rev up in park but as soon as I put in gear it will do nothing dead throttle. My guess is the icp but not 100% sure any help would be greatly appreciated

Does it haze more then normal? Mine is does the same thing in first start up.

Ok so ive took the turbo off clean and reinstalled made little to know difference. Truck will start right up sit and idle but as no power will not get out of its own way. I have an egr code that says egr flow not sufficient so I cleaned. The egr valve an help nothing. Ipr% at full throttle I can only get 60%

My boss has a 03 king ranch 250 6.0 and it did the same thing. Would start and idle good and rev fine in park or neutral. But trying to drive it had no power. Wouldn't go over 50 mph unless going down a long hill. Turned out to be the hpop.

Thats what I was kinda wondering if it would be just dont want to drop the money on a pump and not fix it
