700hp should be easy with these motors provided you don't skimp on parts. Dual fuelers, larger single or compounds, wastegate, larger intercooler, raybestos clutches in the trans, converter, rods, studs to be safe, a good low pressure fuel system, and nozzles wouldn't be a bad idea. Crank should have a key way machined in it for added reliability. Adding an turbo with the factory charger would just be shooting yourself in the foot. Ditch the stocker and run a larger single or a nice compound setup. I'm sure I'm forgetting things, but with all those parts plus labor, you won't be within your budget. A single from one of the sponsors plus a fuel system will put you close enough to your goal, then save the rest for what breaks/fails in the long run.
